Other options for front license plate bracket on Boston roads?

Sto-n-throw? It fell off again and it’s clearly hitting the pavement while driving on the bombed out Boston roads. Imagine if I had lowered the car?? I would have to replace the frame at this point and the factory clips, probably some tears in the belly pan? I’m ready to screw the factory plate bracket into the bumper, is there any other option? Mass has required front plates since before Y2K I’m keeping the broken POS in the car in case I get pulled over for now
