Brake Rotor Rust?

Noticed this while out and about today. All 4 wheels have it and it seems to be on the head? Of the rotors.

Anyone else's look like this?

I think it's normal especially after a rain or a wash and you don't drive it. Later RJD

It's not directly on the rotors, but the head of them. Never saw it on my other Chargers.

Yes, when I was leaving my car out of the garage and it rained, I world see rust, but even on the face of the rotors. Now that I garage it I see no rust.
